UN Efforts to Combat Illegal Wildlife Trade

The UN's efforts to tackle the illegal wildlife trade are multifaceted, involving various agencies and international agreements. One of the most prominent is the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which was established in 1973. CITES aims to ensure that international trade in specimens of wild animals and plants does not threaten their survival. It is a critical tool in regulating and monitoring trade to prevent species from being exploited to the brink of extinction.

CITES, administered by the UN Environment Programme (UNEP), has been instrumental in setting regulations and coordinating international efforts to curb illegal wildlife trade. The convention categorizes species into three appendices based on their risk of extinction and the level of protection they require. African elephants are listed under Appendix I, which includes species threatened with extinction and those prohibited from international trade unless under exceptional circumstances.

The UN General Assembly has also addressed the issue of illegal wildlife trade through various resolutions and special sessions. For instance, in 2015, the UN General Assembly adopted a resolution focusing on tackling wildlife trafficking, which emphasized the need for stronger international cooperation, enhanced law enforcement, and increased public awareness. This resolution also underscored the need for countries to strengthen their legal frameworks and enforcement capacities to address wildlife crime effectively. It encouraged the adoption of measures to improve transparency and accountability in the ivory trade, including the destruction of ivory stockpiles to prevent them from entering the illegal market. Moreover, the resolution stressed the role of local communities in conservation efforts, recognizing that these communities are often the first line of defense against poachers and play a crucial role in the sustainable management of wildlife resources.

UNODC's Role in Combating Illegal Ivory Trade

The United Nations Office on Drugs and Crime (UNODC) plays a critical role in the fight against illegal wildlife trade, particularly in disrupting the criminal networks involved in the illegal ivory trade. UNODC's Global Programme for Combating Wildlife and Forest Crime provides technical assistance to member states in strengthening their legal frameworks, improving law enforcement, and enhancing international cooperation to combat wildlife crime.

UNODC works closely with African governments, INTERPOL, and other international organizations to track and dismantle the transnational criminal networks that drive the illegal ivory trade. Through its efforts, UNODC helps to improve the capacity of law enforcement agencies to investigate and prosecute wildlife crimes, including those related to the illegal trade in African elephants. The program also supports initiatives to reduce demand for ivory by raising awareness about the consequences of illegal wildlife trade and promoting sustainable alternatives.
